VISA Interview : Different Location

Can i schedule an Interview date for my parents (HomeTown - Mumbai) at the Visa Consulate of Chennai ?

Is this allowed ?

Not unless you have a valid proof to show that they resided in Chennai "jurisdiction" for at least 6 months. ( I am saying jurisdiction for lack of a better word, but what I mean is they should be in one of the states for at least 6 months to be able to take an appointment in Chennai)
