Visiting Visa for brother.

I'm a employee here in the US. My wive's brother is willing to visit the US on visitor's visa.
He is into Coal business right now and had completed his graduation in 2015.
I am going to sponsor for all the things required.
Can he get a visiting visa?

Generally, you people who are unable to show very strong ties to the home country are unable to get the visitors visa.
