Can H1B holder (who is still in India ) apply for visitors visa for mother? in advance so that when I leave she can leave with me to us?

It becomes tricky. Usually, the consulars expect the primary purpose of visit for the parent to be to meet their child in US but if you are in India already, the only purpose your mother can state is to tour US which carries lesser weight.
