Interview dates for Hindi/Telugu/Kannada

I want to book an appointment for my parents for the interview. They know only Hindi, Telugu or Kannada. But When I try to book appointment online I get the message " No Dates Available" . Any idea again when the dates might become available ??

Also want to know if the appointment dates can be pre-poned:
Say I got an appointment for Sept 20th 2006, If someone cancelled their appointment which was on May 20th. Then is there any way for me to get this slot ?? I remember this was true earlier. Please let me know if it is same even now.
