Rush Hour Service at Chennai Consulate

I have asked my Mom and MIL to get the visa stamped passport at 3 p.m. at chennai consulate through rush hour service. But couple of my friends said there is no such services nowadays and it has been stopped long back. Can anyone please confirm.
