How to Sponsor Parent B2 visa if I am permanent resident in India?

I am permanent resident in India, i.e. I am not going to USA. How can I sponsor my parents B2 tourist visa? Parents want to visit USA for 6 months as tourist. My brother will be going to VA, USA in May17 where parents will stay. But my brother will not have enough balance in American bank to sponsor B2 visa. So I want to sponsor the parent's B2 visa and take responsibility of all of their expenses while staying in India and I want to complete B2 visa process before Aug17 so that they can travel with my brother's spouse. Can any one guide me?

Yes, you can do that.

The procedure is the same as regular except you will not fill I-134 form.
