B2 Renewal-Inquiry-Dual Nationality

Need some assistance and guidance. My girlfriend USA B2 Visa expired in February 2016 it was issued in Venezuela for a period of ten Years. Due to the situation in that country she moved to Colombia where she is a national. In other words she have dual Nationality. The question is, for the renewal process she better request a renewal with her Venezuelan passport or apply for a new one with the Colombian Passport? Does she request the appointment at the US Embassy in Bogota or she have to go to the US embassy in Venezuela?

If she currently lives in Colombia, she should apply there with Colombian passport.
