fingerprinting for visitor visa

Hi,

My parents went for visitor's visa to delhi embassy, almost 4 weeks back(March mid).
They were asked to give the fingerprinting and were told that they will be contacted after 2-3 weeks. Their passperts were not kept. They were not told if they got the visa or not. They have been to USA before (once) also.

Can anyone tell me what this kind of situation means.

That means that they just need to wait for the US embassy to respond back. Many times, it takes around 6 to 8 weeks for response.

Do they(embassy) get the fingerprinting done for all (applicants) or those to whom they feel qualify for visa.
Does anyone knows if this means that they( my parents) will get visa if fingerpreinting result are fine.
