    it depends on the state

After 9/11 things got very tight. I doubt you will be able to get any (learners/other) driving license in any state.

The countries where you are allowed to use the international driver's license, is usually printed on the license.
      Not legal advice.

Licensure of drivers is a state specific issue. Here in California for example, non-immigrants can get licenses and IDss but they will expire when their I-94 does

Again, it depends on the state. You are generally only supposed to get a driver's license in your place of residence, so visitors generally don't get driver's licenses. Some states allow out-of-state or foreign visitors to use an out-of-state or foreign driver's license directly without anything else (and "international driving permit" is not relevant); some states may allow visitors to use an out-of-state or foreign driver's license with an "international driving permit" or with a local permit that you have to apply for. As mentioned by someone above, even if you are able to get a regular driver's license from the state, it will expire when your I-94 expires anyway, so it's not very useful.

This is my personal opinion and is not to be construed as legal advice.

                  B1/b2

When you are on a B1/B2 visa you will only be in the US for so many months. So, for those months you would be able to drive with your international drivers license depending on the state you are in.
