Visa Appt in diff state?

My In laws live in B'lore. And they r trying to take appt at chennai consulate but its taking long time ( Sept 28th). So can they apply in Delhi or bombay other than chennai. In delhi interview dts are available in august ( August 1st). Also I have one more question. My In Laws visa has been rejected twice before. In 2004 they were able to get visa for 1yr and visited us . Now when they apply (DS 156) do they have to mention the previous visa rejections. even though they got visa in 2004???? Somebody please help me... . I would really appreciate ure help. Thanks in advance.

1. No they cannot apply from different consulate (if they are not living in those consulate limits for the last 6 months)
2. Yes, mention previous rejections

They need to go to Chennai Consulate and they cannot go to delhi or bombay.

Consulate keeps the record of everything. It is always better to tell the truth.

If you take appt in a non jurisdisction Consulate you will be asked to go back to your local Consulate
