Help with getting the right picture for the DS-160 form

I understand the picture must be taken before a plain white background. I need help on how I can take a valid picture and have it uploaded to my PC for use.

I stay in Scotland, UK. Can you guys please tell me how and where I can take a valid photo, and any steps for upload onto my PC if necessary?
