Can i apply for B1/B2 Visa in a different country

i applied in Cairo , Egypt for B1/B2 from 40 days
still under administrative processing
i can apply for it again but in a different country will i have the chance to do that ?

Only once the current application has been processed. You can't have two going at the same time.
