Declined visitor visa from Romania

My wife is from Romania. She would like for her family to come to visit but it seems we are having a problem with the American Embassy in Romania. Two years ago her parents went to the interview for a visitors visa and was declined. They said to her parents that if they came here they would not come back to Romania. Today her sister went for a interview for a visitor visa and was declined. They said that they felt she was coming here to work for the summer. Neither of these excuses were accurate. In both instances they were just coming to visit. Where do I go to complain about the Romanian embassy. If they are supposed to be screening for visitors they are not doing a good job.
