Visitor Visa when applied for Green Card

My sister, US citizen, applied for I -130 (green card) for my mother. I-130 approved but my mother didn't apply for I-485 as she is not interersted to come every year. This happened 2 years back.

Today when she applied for Visitor visa at Chennai, visa was rejected. Consulate told her that green card application is pending. She has to cancel that application then they will grant visa.

Anybody can share their experience in this?

Yes, that's right.

You can't get visitor visa if your green card application is pending. Before they can give visitor visa, you have to prove that you don't have any intention to immigrate. But you have already indicated that by filing green card application. That exactly is the problem.
