visitor visa questions for parents- Please advise

My parents visa was rejected in April in Chennai consulate. They had visited in 2003 and stayed for exactly 6 months and left as on the I94 epxiry date
I have a sister and unmarried brother in India.


The questions asked for the previous interview were

Q: Who is in USA?
Q How many children you have?
Q: Where are they?
And the VO said rejected as they are potential immigrants

I have the following questions. Please advise.

1. Could their 6 month stay in US during previous visit had an adverse effect on visa interview. Can I show the fact they returned
from US before I94 expiry as a proof that they would definitely return in the reapplictaion letter
2. My Dad is a central govt retired employee.
When he retired he got a good amount as retirement money, but earns only a small amount as pension < 1000 Rs
My mom is a housewife. Is pension amount a major factor in deciding the visa. We have a good bank balance to show.
3. I have taken another appointment in October. The reason for visit is mentioned as 'visit daughter and tourism'. Since winter starts very soon from decemeber, is mentioning tourism appropriate?
4. Can senators letter help?

It might help them. You can write that information on their reapplication letter.

Ask them to show the good bank balance, rental income, interests etc.

They can still say tourism. They can tell that they would like to celebrate christmas and new year with you and to see the snow and visit different places

It might or it might not. I am not sure
