when to block ticket

Hai,
My parents visa interview is on august 9th.whenthey called travel agent to book flight he said they have to confirm the ticket with in 10days. is it true? How early can they confirm their tickets? can they block now and confirm after they get visa?

I think travel agent is correct. If u block the ticket, u will have to decide in a certain number of days..
