Question about permanent resident in DS 160

I want to know how to deal the question asked on ds160:- Are you perment resident of any country other than your nationality. In my case i have resident permit from Belgium which ia a kind of perment stay, but its not mention on card. Do i need to select yes to this question?? Plz advice

If you have a B/C/D/E+/F+ residency card, you would answer YES to this question
