Parents in GULF - Can they apply from India

Hi,
My parents are currently in the Gulf. Their visa got rejected when they applied for the first time from the Gulf. Is it possible to apply the B-1 visa from India as they have assets in India rather than Gulf?

Please could you advise.

It will not work. If they are rejected at one place, you can't try your luck at other place. They are most likely to be rejected again.
