I am a us citizen and my wife and i reside outside of the United States. My wife is looking to renew her tourist visa, but being married to me would that hurt her chances of getting a tourist visa?

that would be an absolute yes. being that it shows the possibility of immigration intent.

Tourist Visa For my Wife

It would not be an absolute yes. Issuance of visitors visa is dependent on the interviewing officer. If your wife has already visited the US her chances of getting renewal in my opinion is good.
The officer can see that she has visited the US, had the opportunity to stay and yet she didn't.
