Checked-in baggage at port of entry

Hi,

My parents are travelling to US and their port of entry will be Atlanta or Dallas and their final destination will be Mobile (connecting flight). They require wheelchair assistance while travelling. My question is will there be a porter service available at the port of entry to pick up the checked-in baggage, take it to the customs officer and then check-in the baggage for their final destination flight?
Also, if porter service is available then how much would it normally cost?
