My brother is looking for a visitor visa in order to take an exam in the US.
He just now got a seat in a Government Medical College for his post graduation in medical science.
But he is appearing for the Visa shortly. Is it necessary that he posses a No Objection Certificate (NOC) from the govt. medical college??
The reason is he is not a govt. employee but just a government medical college student. But there is also a point, that he gets a stipulated amount of stipend, on a monthly basis, while he performs his study. Will this be treated as salary?
