All Siblings docs needed??

Two sisters in the USA. One is working and sponsoring her parents to visit in August 2006. Other is at home but is a citizen. Is it required that the second sister sends her citizenship documents and passport copies for the parents visa interview. Is it not more imp. for the parents to show ties to India?

Please answer.

Passport/citizen docs of all children in US is required.
