Visitor visa after having gone through the Greencard process.

My parents have had Greencard since 2012, however due personnel situations, they have not been able to maintain the greencard. We are looking to surrender the GC and apply non-immigrant visitor visa again. Now do we need to do the Ten-finger printing again since they did that in 2012 for their Greencard processing.
