Indo-Canadian father visiting US while his GC case is in "received" status

Hi there, my father is a Canadian citizen (born in India). My wife and I became US citizens last year and have submitted an application to sponsor him for a Green Card. The USCIS website indicates that his case is in the "My Case Was Received" status. My father would like to visit us from Canada to see our children. My question is, can he do so? My understanding is that he is allowed to do so as long as he presents evidence that he will be returning to the US (like a return ticket). Is this accurate?
