Can we re apply for B2 visitor visa after 5 years BANNED ?

Hi - around in 2005 my Dad use to travel on B2 visa to US. He got 10 years visa. During one of his stay on B2 after 6 months he overstayed for more than 180 days and in 2007 when he planned to come back to visit USA he was banned for 5 years and was sent back to India.

So, it has been 10 years now his ban is out. Can he apply for B2 visa again to visit USA ?
Is there any concern or issue in going to US embassy and get visa stamping for him ? Will there be any issue at US border security if he travel to US now?

He can apply. But just because he doesn't have a ban doesn't mean they will give him a visitor visa. His overstay will be a negative factor in their determination.
