Can I send USCIS receipt/Lin No.(for H1-extension)for visitor visa documentation?

(My h1 extension application was filed in Mar06 & is still pending).

My Mother law,wife's mother went for interview for visitors.My daughter is in USA.They asked her who is in USA,Who is India.She informed that she is going to see the grand daugther for a month.She also told she has property and getting Pension.They did not see anyother paper and rejected.Anybody can inform whether they do not give Visa for grand mother.
