B2 Visa for Mom, Passport Impounded

My Mom had her passport made in 2010. She got her visitor visa for 10 years and traveled to US in 2010. Weirdly enough, the passport never got police verification before being issued. In my last visit, I realize that her passport has been initiated for impounding. I have started the process to get a fresh passport. Question is if she needs a fresh visa as her current visa will soon be on a invalid passport.

As long as she has her old passport in her possession, she can carry both the passport to visit the USA and no new visa is required.

Otherwise, new visa would be required.
