Visotr visa when sponsor's visa has expired

I have applied for my US H1 Visa extension (My H1 Visa is expiring on 26th June and I-94 on 3rd July). The extension papers were submitted to ECIS on 5th May and I am yet to get the receipt number. I have my in-laws visting me in couple of months. My question is: Can they attend the US consulate interview (for visitors' visa) if my extension is not done by then? Can they attend if they produce just my receipt number for the extension request without confirmed extension? They have the consulate i/v on 26th July and looking at the pace of things I don't see a chance to get my extensions by that time (recipt number might come).

As long as you can show the proof of legal status (such as H1 extension receipt notice), you are fine.
