Before my wife and I actually moved to the USA (and before she had a green card), we obtained a B2 visa, no questions asked.
I am a USC. My wife is Burmese. We had been married for over a year, and were living in Singapore where we met. We wanted to visit Canada and the USA on our honeymoon.
I filled out the online i260 form, in her behalf, and she was given an interview. She showed up for the interview, they called her up, and she walked out with the visa in her passport. They had it printed before she arrived.
Canada did pretty much the same thing.
No questions were asked. We simply brought pay stubs showing that we had jobs in Singapore, and that was good enough.
