Tourist Visa for Solo Teenage Traveller

May I ask for your guidance please.

My son who is 16, wishes to travel to India alone and I'd like to know if he can apply for an online tourist visa as a solo traveller?

What is your son's citizenship?

Are you inquiring about USA visa or Indian visa?
