I want to get a visitor's visa for my 18 month old niece (Goddaughter)

Hi everyone. My husband and family are from Ecuador and he is a newly natrualized citizen!!!! We want to bring our Goddaughter to the US for a visit. My in-laws (both) have Visa's already and we would like to see if my niece could get one too. Our ultimate goal may be to bring her to live with us permanently through adoption.

My question is has anyone had experience with a situation like mine or similar where a young niece or nephew did receive a Visa to visit?
