L1 B extention denied i797 and 194 valid till 2021 PED on passport was 08/18

Hi,
My L1b extension got denied in nov 4th . My old visa is valid till 28 dec. Reason of denial is says labour visa suggestion.
My company is planning to file my H1b in April 2019.
My i 94 valid till 2021
I797 valid indefinite
PED on passport was 08/18
My old visa is valid till 28th Dec 18
Am I allowed to work and stay in us till H1B is applied
Can I file l1b extension again to avoid out of status ? Can it filed again

I know it was the repeated question but my company has some confusion because of PED Date.
They are still not confirm if I am eligible to work still as PEd has expired.
It will be great if you can put input on this.
