B1/B2 rejected and possibility of changing to student visa

Hello brother, I saw your reply I I greatly appreciate your kindness, please I just need to open up for you, after my b1/B2 was rejected I relocated to the UAE and have been working since then, but I always cherish to live in the USA, so now I want a way that I can use to enter the US and thinking maybe I should choose between visiting or I should use the student visa. Can it be possible for me to do so? Won't they say that I have ones show the intent of non-immigrant and now I am applying as a student again. Please shed more light on this for me. Coz I really want to move out of uae ad USA is my dream country. Thanks
