I want to attend a license exam in usa.It is a physical therapy license exam.I have got the eligibility letter from the state of Michigan to write the exam.I am an Indian.There are no other exam centres except for canada.But my lawyer says that it is difficult to get a B2 visa to write an exam as they might reject u stating that passing this exam will make u to settle in usa.i am confused .What shall i do now?

As long as you can provide strong ties and can convince VO that would come back after exam, then it should not be a problem.
per your mail it looks like you do not have any option other than appearing in Canada or US, so you should try I think.
