Applying visitor Visa with i-94 validity

I have L1B visa and my Visa will expire soon and have valid i94 till 2021. Can I apply visitor Visa for my mother only with Valid i94?

Visa is merely for entry purpose & not needed once you are in USA, neither it is required for your mom's visa application.

Have her carry proof of your legal stay - like copy of your visa, your approved petition, your I94, your latest payslips, your bank statements.
