Conversion from Visitor B2 to F1 visa

Hi,

I am currently on Vistor Visa to the US - I would like to apply for student visa as I would like to do a one year Post Graduation course. I have read reviews that its not suggested to do this while still in US. Pls advise. As I dont have much time and this is a peak time as you knw as beginning of fall semster soon.
