Can Anyone Tell Me Which State Is It The Easiest To Get A Drivers License For Visitors?

I heard that people can get short term visitor driving licence in chicago.

But it is like permit and not actual driving licence. They can apply for driving licence only after 3 months.

I am not sure about all the rules for this licence so pl. make it sure before taking any decision.

I don’t think visitor can get Driver license in US as they will not have SSN or TIN etc.
