change of sponsorer

My brother and I live in US. I have my visa till next sept 2007.
My parents had their first attempt in feb and got rejected. My brother had sponsor'ed that time.

My parents are having their second attempt in November. Can I,this time sponsor for their visa.I mean I134 documents and all related documents will be from me this time. However my brother would also be sending all his documents related, apart from I134.

The other thing is,my brother has got a new h1 approval, but stamping on the passport has the old h1 dates which is already expired. He is not having plans of going for the stamping this year.

Would there be any impact on these things ?

If I can sponsor, what do I need to do ? usual set of documents ?

Also, the reason VO quoted in first attempt was absence of I134 documents.
My brother forgot to send I134 Documents.

This time, since I am sponsoring, won't VO ask why the other person is not sponsoring ( I mean my brother) ?

Thats okay as long he has approved petition.
