how early can my parents get to the consulate interview

My parents have an appointment on Sep 28 at 09:15 hours. What time should they show up at the consulate ?

Can they show up at 09:00 hrs and expect to be let in ?

Should they show up like 07:00 am ?

Also is the library available for public so that my uncle going with my parents can spend time there when my parents are inside for the visa ?

How long does it take for parents to see the interview person ?

For Chennai... it is better to join the line (outside) 1hr before.
Generally the interview process takes anrd 2 hrs ... (based some member's experience it was upto 6 hrs also)
