Birth Certificate and who should the sponser...

Hello,

I tried to look around the forums did find couple of them but thought its better to ask, my parents are going to mumbai consulate next month and i have 2 questions

1) I do not have my birth certificate so i went to the indian counsulate and got a so-called birth certicate document from them, will this work?

2) well its too late, but i thought i might as well ask, right now i am sponsoring my parents, i am H1 but my wife is a green card holder, would it make sense for her to sponser them? or it does not matter?

My parents visa got rejected under the 214b before, this is their second attempt.
