B2 Visitor visa for my mother Rejected

Hi,

My mom went to the US Consulate in Chennai on Sep 8th Friday and her Visa was rejected. My only sister lives in Dubai. The visa officer asked my mom only 2 questions

1. Whoom do you have in India to support ? The visa officer meant financial support and my mom thought moral support and said her brothers

2. Do you have pension ? My mom said that she does not have pension and by the time she could explain that she gets rent from the tennants the visa officer already rejected her visa

Any ideas / suggestions for her next try would be greatly appreciated
