passport expiration

hi All,
I need all u r help, to clarify my doubt. I took visa date for my mom in dec/06.her passport is getting expired in jan/2008.i was told that as still there is 1yr for expiration she can go-head for visa.is it so? if so, and i want her passport to be re-newed now,can i do it?if so what is the process.
is there a specific time period before which only i can re-new the passport[someone were telling me I cannot re-new before one year,it should be only before 6months of expiration, is it so?]iam very confused with these doubts.I greatly appreciate if anyone can reply to my message
