need info on when and where to apply for B2

Hello,
I want to call my parents over to US in 2007 summer for 3-4 months. The problem is they are moving from Chattisgarh to West Bengal by December this year. First thing I would like to find out is if they should apply to Mumbai (Chattisgarh zone) or Kolkata (W. Bengal) consulate. And what would be the best time to apply, knowing that the waiting period for interview is 140 -180 days. It would really help if you could answer or if you know of websites / people who can answer these.
