Change of sponsorship

dear all,

my mother's visa got rejected in july. my sister who is a greencard holder sponsored her at that time. we would like her to reapply. this time i would like my husband to sponsor her. we moved to this country from Europe in july only and we were living in Europe for 7yrs.
my queries:
1) would change of sponsorship be considered anything suspicious?
2) because we have been here for only few months, would that be a negative point? my husband is on H1 visa and will be here for atleast 3more years. If we show our bank balance in europe and the property we own there would that be supportive for our financial status or do we have to show bank balance from american banks only?
