Visitor visa rejected

My mom's visa is rejected twice. Her father and sister are citizens and she mentioned that in her application first few times.
Now her father and sister are living in India. Can I leave a blank in column where they ask if family has citizen ship and support it with evidence (i.e utility bills o their name, etc in India)?

Any suggestion would be of great! help.

From my point of view for your mother family means her husband and children.She need to say onlly about their position.
