visitor visa query

Hi,
My parents had Visitor visa interview and the consulate in mumbai and their approval is on hold. The consulate asked them to pay extra fees for fingerprint testing and said they will send the decesion aftr 15-30 days.please tell me what should they do and do people get visa if the case in on hold?
