Travel to USA after getting Visitor Visa

Hi,

My parents applied for a VisitorsVisa to travel to USA in december this year for my brothers graduation.
Is it mandatory for them to travel then or could they travel at anytime during the 5 or 10 yr Visa that is granted.

I dont see any dates for Telugu Interview in Chennai.At what time we get these dates?
if anyone attended interview in english please mention the details now the dates are available only in english
