Question regarding booking the tickets

hi

is it possible to block the tickets to travel without having the visa.....my mother has not yet got the Visa....her interview date is on nov 29th...and if she gets the visa she will be travelling during the first week of Dec......

and also could anyone give contact number of good travel agents in bangalore
