Change in Sponsor - for earlier rejected b2

I sponsored my parents for vistior visa twice in 2004 but got rejected both times. Is it better to have my brother sponsor my parents this time as he is a greencard holder (I am still on H1B and waiting for priority date to apply I-485).
Will my brother sponsoring my parents create an issue this time? If my brother sponsores, do I also need to send my documents along with his.

Any input and/or suggestions will be appreciated.

Sponsoring either of you will have the same weight.
What were the reasons for earlier rejections? Is that under potential immigrant 214(b)? If that is the case, you can ask your parents to go for self-sponsor.
