Ticket and medical insurance

My parents are appearing for Interview at Chennai consulate in November but they are actually planning to visit us only next feb. If the Visa Officer asks have you booked your tickets, what shd be the answer? Shd it be "After getting visa my daughter will arrange for ticket and medical insurance" or shd it be "We have blocked the tickets, and here is the sample itinearary"
